Rwanda--we're sorry we didn't know what to do. We're sorry that we probably would have made it worse. We're sorry that you few survivors lived in fear for 65 days and will mourn and distrust for the rest of your lives. We're sorry we didn't call it what it was.

Atrocity.
Genocide.
We called it a civil war and waited for it to work itself out.
